Description
Dublin City Council has invoked Article 32.2 (b)(ii) of Directive 2014/24 /EU which allows for use of the negotiated procedure without prior call for competition where the works, supplies or services can be provided only by a particular economic operator where competition is absent for technical reasons. A contract will be awarded to Vodafone Ireland for a period of one year with the option to extend for three further one year periods, for the provision of managed mobile data connectivity services to support the operation of Dublin City Councilโs traffic signal network. The scope of the contract includes the supply, activation, management, and ongoing operation of mobile data SIM cards installed within traffic signals across the city. These SIM cards provide secure and resilient wireless communications between on street traffic signal infrastructure and the central Traffic Management System, enabling real time traffic signal control, monitoring, configuration, fault detection, and operational management. Mobile data connectivity is used both as a primary communications method at locations where fixed line connectivity is unavailable or unsuitable, and as a resilient backup or failover solution operating alongside fixed line services to ensure continuity of traffic signal operations in the event of network outages or faults. The service operates within an existing private Access Point Name (APN) architecture integrated with the Councilโs traffic management systems and security infrastructure, supporting mission critical, always on communications for the traffic signal network.
