Transport Infrastructure Ireland (TII) intends to procure independent environmental monitoring services in support of the MetroLink Programme. The M160 Environmental Monitoring Contract will establish a robust, continuous and auditable environmental monitoring regime to support statutory compliance, environmental protection and stakeholder assurance throughout the lifecycle of the M100 Advanced Works Main Works Contracts. The contract will be procured as a standalone Term Service Contract under the NEC4 suite using the Negotiated Procedure with Prior Call for Competition pursuant to SI 286/2016. The contracting authority reserves the right to award the contract on the basis of the initial tenders without conducting negotiations. TII intends to establish a Term Service Contract for the provision of independent environmental monitoring services in support of the MetroLink Programme. The contract will be awarded using the Negotiated Procedure with Prior Call for Competition, under Regulation 46 of the European Union (Award of Contracts by Utility Undertakings) Regulations 2016 (S.I. No. 286/2016). The purpose of the M160 Contract is to deliver comprehensive, independent environmental monitoring across the MetroLink Programme lifecycle, ensuring compliance with statutory approvals, environmental commitments, and programme governance requirements. The contract will operate independently of civil works contractors to maintain the objectivity, transparency, and integrity of all monitoring data collected. The scope of services includes the establishment and execution of baseline environmental monitoring prior to the commencement of construction activities, as well as ongoing monitoring during advanced works and main construction phases. Monitoring will cover the following environmental parameters: Surface water; Groundwater; Airborne noise; Ground-borne noise and vibration; and Air quality. Key service requirements include: Early deployment and installation of monitoring systems to facilitate baseline data collection; Supply, installation, commissioning, and operation of environmental monitoring equipment and associated systems; Ongoing maintenance, calibration, inspection, and lifecycle management of monitoring infrastructure; Continuous environmental monitoring during construction in accordance with statutory requirements and environmental commitments; Data acquisition, validation, analysis, and secure storage of monitoring data; Integration of monitoring outputs into the MetroLink Common Data Environment (CDE) in line with programme information management protocols; Preparation of reports to support regulatory compliance, auditing, and programme governance; and Provision of technical advisory support to TII in relation to environmental performance, mitigation, and compliance. The service must demonstrate resilience and continuity across the full programme horizon, including baseline monitoring, advanced works, and main construction phases, ensuring consistent data quality and system reliability throughout.
